MEETING MINUTES
Town Council President
MINUTES
Member Noonan moves to approve the minutes of
the December 5th meeting.
Motion seconded by Councilman Harris.
Vote 4 affirmative.
CITIZEN
RECOGNITION
Councilman Alspach, acting on behalf of the
Plan Commission, presents a plaque to Mike Jarosinski. The plaque is a Community Spirit Award
acknowledging Jarosinski’s efforts in rehabilitating two abandoned properties
in New Whiteland. Alspach states that
Mr. Jarosinski’s work not only improved the lives of the previous property
owners while bettering the neighborhood but also saved the town from having to
begin legal proceedings to get those properties cleaned up. Councilman Alspach commends Mr. Jarosinski on
the dramatic improvement in those two properties.
President Perrin also thanks Mr. Jarosinski
and presents a Certificate of Appreciation along with a gift certificate as a
small token of the town’s appreciation.
Mr. Perrin has visited the property on Parkview and is amazed with the
transformation. Mr. Jarosinski’s name is
also being added to the Citizen / Volunteer Recognition Plaque that is
displayed at the Town Hall.
Mike Jarosinski thanks the council and states
that he is flattered by this recognition and the story in the newspaper. He adds that being able to help Dennis and
Ethel (the former property owners) was very satisfying. The fact that it has had such a positive
impact on the community was an unexpected bonus.
President Perrin also presents a Certificate
of Appreciation to Fire Chief
BID OPENING
President Perrin states that three (3) bids
have been received. Perrin will open the
bids tonight and they will then be delivered to the Attorney’s office to
determine that all bid requirements have been met. Once the Attorney has completed his review
Chief Hedrick will review the bids.
President Perrin hopes to be able to take action on the bids in early
2007.
The following bids were received:
Roberson
Fire $248,083.00
Towers
Fire Apparatus $246,619.00
President Perrin states that all three bids
include a pre payment clause.

BUSINESS
Parking Ticket Correspondence
Clerk-Treasurer Alspach presents copies of a
letter she received asking that a person’s parking ticket fine be refunded as
they were unaware of the ordinance.
Council directs Alspach to send letter of denial to the request.
Fire Department Christmas Meals
Chief Hedrick states he will serve lunch Friday,
November 22nd and the Fire Department Christmas Party is that same
day at 6:00 p.m. – if anyone is interested in attending please let Chief
Hedrick know by December 20th.

BUSINESS
End of Year Docket and Transfer Ordinance
Clerk-Treasurer Alspach states that she will
prepare the final docket and transfer ordinance for 2006 on Friday, December 29th. She asks that all council members stop by the
office and sign these documents.
Councilman Harris thanks Parks Director
Facemire for the fine job she is doing with the Basketball Program.
LEGISLATIVE
Ordinance 2045
Clerk-Treasurer Alspach reads the transfer
ordinance and explains on first reading.
Councilman Noonan moves to adopt Ordinance 2045. Motion is seconded by Councilman Harris. Vote 4
affirmative.
Member Alspach moves to suspend the rules and
consider Ordinance 2045 on final reading.
Motion is seconded by Member Harris.
Vote 4 affirmative.
Clerk-Treasurer Alspach reads the ordinance
in title only on final reading. Motion
to adopt by Councilman Harris with a second by Councilman Noonan. Vote 4
affirmative.
Council also approves Water and Sanitation
Utility transfers. (see attached)
OPEN TO THE
PUBLIC
Resident at 1126
Council has
received a complaint on a resident operating a kennel at 465 Parkview. President Perrin asks that Zoning
Administrator Guyer be directed to serve the property with a zoning violation
and give then 7 days to reduce the number of dogs at the property to two (2) or
be fined.
Being no other
business the meeting was adjourned at 7:27 p.m.
